IEC 61000-4-6 defines three kinds of injection device. The CDN is the preferred one, and in some cases mandatory, but it needs a cable that can be cut into a known number of lines. Multi-core, screened and fixed cables often cannot be, and for those the standard provides the EM clamp.
The clamp injects the test signal onto the cable of the EUT and at the same time decouples the auxiliary equipment, so that a failure can be attributed to the EUT and not to whatever is at the other end of the cable. The matching CAL KEMZ fixture is used to set the test level.

When the cable cannot be fitted to a CDN, for example a multi-core, screened or fixed cable. IEC 61000-4-6 prefers the CDN where one is applicable and provides the EM clamp for the other cases.
